AFGE Local 3899's Current Officers


Below are the 2008-09 Union officers for Local 3899.  Officers serve and are elected annually.  All dues paying members are eligible to run for office.  See the Constitution and By-laws for additional information.

Anthony Lowery, President

Anthony was elected to his first term as President in June 2006.  Prior to his current Union position, he served as Local 3899's Chief Steward for five years.  Anthony has over over 20 years of federal service and is currently a Guarantor and Lender Review Specialist in the U.S. Department of Education, Federal Student Aid, Financial Partner Eligibility and Oversight Office, San Francisco, CA.  Prior to coming to the Department in 1994, Anthony was employed with the Department of the Navy and was Vice President of the International Federation of Professional and Technical Engineers (IFPTE) Local 76.

Danette Ng, Vice President

Danette has been employed as an investigator with the U.S. Department of Education, San Francisco Office for Civil Rights, for 10 years. In addition, she also served as AFGE Local 3899 Treasurer from 2001 – 2006. Prior to coming to the Department, Danette was employed for 14 years with the Internal Revenue Service and belonged to the National Treasury Employee Union. Danette appreciates this opportunity as Vice President to serve you, AFGE Local 3899 members.

David LaDue, Chief Steward

David has been a civil rights attorney with the U.S. Department of Education, Office for Civil Rights, in the San Francisco office since 2001. He grew up in San Diego, and now lives with his wife and two adult sons in Concord.  In his leisure time, he enjoys cooking, reading, kayaking and backpacking.  For many years David was an attorney in private practice with an office in Walnut Creek specializing in employment law.  He developed an interest in special education and disability law and took a job with the Center for Law and the Deaf in San Leandro.  In OCR he works on a team with investigators and attorneys and has a special interest in resolving access complaints at the postsecondary level involving students with disabilities.

Nancy Taylor, Treasurer

Nancy came to the U.S. Department of Education/ederal Student Aid in 2007 and works as an Institutinal Review Specialist in the School Eligibility Channel.  Since becoming an AFGE member, Nancy has been an active member and was appointed to the position of Treasurer by the Executive Board on July 24, 2008.  Before coming to the Department, Nancy was employed with the University of Toledo (OH) and Mohave Community College in Kingman, AZ.
